Scandal around fairs in the Dnieper district of Kiev: millions of losses and unsanitary

In the Dniprovsky district of the capital there were large -scale problems with the organization of seasonal fairs, which is conducted by the municipal enterprise "Svitoch" in accordance with the orders of the KSCA. Despite the fact that almost 5,000 entrepreneurs took part in the first quarter of 2025, a third of the seats remained empty.

Of the 10 691 fairs, only 7 176 were used, ie only 67% of the potential. According to official data, the budget of the district received UAH 2.2 million. At the same time, the lost income has reached more than UAH 4.4 million - twice as much as received.

Such a failure raises serious suspicions: is it about weak management, lack of transparency, or deliberate restriction of access to fair places for entrepreneurs who do not belong to "their own"? Especially given that small businesses in other areas of Kiev have high demand for such sites.

Particularly alarm is caused by the quality of products that are sold at these fairs. Some locations record the sale of meat, fish, dairy products without refrigerators, just in the open. The facts of sales of overdue products that should not be released at all were also identified.

These are gross violations of sanitary standards that can be a danger to the health of the residents of the area, especially during the hot period.

According to reliable sources, the head of the Dniprovsk Regional State Administration Andriy Paladiy and the head of the district police department Alexander Pyatnikovsky do not respond properly to the situation. On the contrary, there is a stable inaction that creates conditions for further violations and monopolization of the fair infrastructure.

In connection with the detected violations, an official complaint was made demanding to check the activities of KP "Svitoch" and officials of the Dniprovsky district state administration. It is about establishing the reasons for the inefficient use of fair areas, as well as possible schemes with the “tolerance of their” entrepreneurs by unspoken agreements.

If the information is confirmed, it may indicate abuse of office that caused budget losses and created unequal conditions for business.
