In 2024, the state -owned company Ukrnafta has failed key performance, despite the record investment budget of UAH 26 billion. The lag from plans, corruption scandals and questionable management decisions are raising more questions about management effectiveness.
According to political observer Mikhail Schneider, instead of the promised 30 new wells, of which 1924 were planned to be put into operation in 2024, the company was able to put into operation only 9. Another well has passed since last year, and the actual volumes of production from new wells are significantly inferior to the schedule:
- 92% less than oil and condensate production,
- 42% less than natural gas production.
The expert notes that the problem is not funding: in 2024 Ukrnafta received a huge budget of $ 650 million. However, instead of investing in its own drilling fleet, the company did not buy the planned two heavy drilling machines.
Instead, 140 new cars were purchased, including Toyota Camry, Corolla, Hilux, Hyundai Staria, Renault Duster and Opel Zafira.
Another serious problem was the abuse of drilling contractors. According to the expert, companies do not comply with technological standards, which leads to inefficient use of funds.
In addition, law enforcement officers were interested in the activities of Vladimir Grishanenko - until recently the deputy director of Ukrnafta on intelligence and development of fields.
According to the investigation, the company concluded contracts for half a billion hryvnias for hydraulic rupture of layers, and Grishanenko himself, according to the investigation, demanded a rollback of up to 50% of the income of contractors.
After the searches of Grishanenko, the head of Ukrnafta, Sergey Koretsky, just lowering him, but did not release. Schneider believes that this is due to the fact that Grishanenko has sensitive information about financial fraud.
Despite corruption scandals, Koretsky continues to control not only Ukrnafta but also Ukrtatnafta. This enables him to control inspections by the tax authorities, the State Audit Service and NABU, as well as to create a positive information background in the media.
However, this year, for the first time, his activities will be evaluated by an independent supervisory board.
"The assessment of the head of the company that has failed production and drilling will be the assessment of the supervisory board itself," Schneider summarizes.
It depends on the decision whether Koretsky will remain in office after large -scale financial failures.
