Deputy Head of the State Tax Service of the Kyiv Region, Andriy Mishchanchuk, appears in the story of the transfer of forest lands of the state enterprise "Forest Park Economy "Koncha-Zaspa"" into private ownership, which took place during the presidency of Viktor Yanukovych.
This is a scheme in which part of the forest fund was illegally distributed among individuals close to the then government. The lands of state enterprises were transferred from the category of forest to private property, despite their protected status and direct restrictions on alienation.
Among the recipients of the plots were Andriy Mishchanchuk's close relatives. In particular, the land plot with cadastral number 8000000000:90:398:0032 was received by his wife, Oksana Andriivna Mishchanchuk (Pchelintseva-Andriyevska). Another plot, with cadastral number 800000000:90:398:0054, was registered in the name of the official's mother-in-law, Bychkova-Andriyevska Natalia Pavlivna.
According to available information, the prosecutor's office formally reacted to the alienation of forest lands by expressing a protest. However, this had no real consequences, and the issue was effectively "settled" without the return of the plots to state ownership.
Later, the land plots were re-registered to the company "Zelena Dubrava", which is associated with former MP Vitaly Khomutynnik. In political and business circles, he was also called the patron of Igor Abramovich. Some sources indicate their partnership through business structures associated with Pavel Fuchs.
According to the interlocutors, Andriy Mishchanchuk's career growth was facilitated by his father-in-law, Andriy Bychkov-Andrievsky. According to available information, it was he who managed the affairs of persons involved in land schemes and accompanied the processes related to the transfer of assets.
