The deputy of the Kiev regional council from the party "Servant of the People" Igor Koltunov was in the center of a high -profile corruption scandal. According to the investigation of the ABSolution Detective Bureau, it has assigned millions of hryvnias intended for the treatment of seriously ill children and spent on the purchase of BMW X1.
In 2022 and 2023, Koltunov, according to the investigation, forged the documents of sick children and made payments from the state program "Care". Thus, in two years he illegally received at least 1.5 million hryvnias, and by the end of 2025 he planned to master another one.
The cynicism of the situation is that the deputy was profitable at public funds assigned to the rescue of life, while he did not have an official place of work and did not declare income. Instead, his declarations for 2020 include cash savings of more than UAH 1 million (in currency) and the complete lack of earnings in his wife.
After the publication of the journalistic investigation, the NAPC began. It turned out that the deputy lives in an elite apartment in Kiev, which is not registered for him, but formally belongs to his cohabitant. Koltunov also explained the purchase of BMW with a fictitious sale of a one -bedroom apartment in Kharkiv region at an inflated price.
Koltunov's name is already known to the public - after the scandal with the ridicule of the dead military Oleg Barna, he was brought to the Peacemaker base. This is now added a series of accusations of bribery, use of false persons, non -polishing of property and even an attempt to carry drugs to the session of the Irpin City Council.
Of particular concern is that Koltunov maintained close ties with the People's Deputy Motovilovtsi, as well as a member of the commission, which in fact controls the distribution of funds for the construction and reconstruction of infrastructure facilities in the Kyiv region. It was these "powers" that allowed him to build a network of influence on local officials and use the budget in his own interests.
Koltunov, who has not had legal income for several years, holds three assistants, regularly travels and travels to an expensive car, while sick children in Ukraine often cannot wait for the necessary treatment.
