In Kyiv region, employees of the Bureau of Economic Security (BEB) have uncovered facts of corruption related to the activities of the head of the land department of the Obukhiv city council. The investigation revealed that this official abused his official position and caused over 3.5 million hryvnias in losses to the local budget.
During the pre-trial investigation, it was revealed that the official illegally withdrew more than 2 hectares from the lands of the nature reserve fund.
Through the local State Geocadastre, the official changed the purpose of a land plot in municipal ownership. Later, acting in the interests of a private company, he submitted for approval to the local council session an unreliable report on the expert monetary valuation of the land plot, which amounted to UAH 13 million. The official knew that the report incorrectly determined the purpose of the land, which affected its value.
As a result, the relevant land plot was sold to one of the business entities at a reduced price.
The amount of material damage caused to the local budget exceeded 3.5 million hryvnias, which is also confirmed by the conclusion of the judicial land appraisal examination to determine the market value of the plot.
Currently, the head of the land department has been notified of suspicion of committing a criminal offense under Part 2 of Article 364 of the Criminal Code of Ukraine (Abuse of power or official position, which caused grave consequences). The sanction of the article provides for up to 6 years of imprisonment.
