In the Kyiv region, employees of the Bureau of Economic Security (BEB) discovered facts of corruption related to the activities of the head of the land department of the Obukhov City Council. As the investigation revealed, this official abused his official position and caused more than UAH 3.5 million in losses to the local budget.
During the pre-trial investigation, it was found that the official illegally removed more than 2 hectares from the nature reserve fund.
Through the local State Geocadastre, the official changed the purpose of the land plot, which is in communal ownership. Later, acting in the interests of a private company, he submitted to the local council session for approval an unreliable report on the expert monetary valuation of the land plot, which amounted to UAH 13 million. The official knew that the report incorrectly determined the purpose of the land, which affects its value.
As a result, the corresponding plot of land was sold to one of the economic entities at an undervalued price.
The amount of material damage caused to the local budget exceeded 3.5 million hryvnias, which is also confirmed by the conclusion of the judicial appraisal and land examination regarding the determination of the market value of the plot.
Currently, the head of the land department has been notified of the suspicion of committing a criminal offense provided for in Part 2 of Article 364 of the Criminal Code of Ukraine (Abuse of power or official position that caused grave consequences). The sanction of the article provides up to 6 years of imprisonment.
