The General Staff of the Armed Forces of Ukraine announced important changes in the staffing of territorial recruitment and social support centers (TCS). Servicemen without combat experience who are currently serving in the TCS will be sent to combat units on the front line.
According to the General Staff, this decision was made by the Commander-in-Chief of the Armed Forces of Ukraine in order to strengthen justice in the army and increase fighting spirit. Their positions in the CCK will be taken by servicemen who already have combat experience but cannot participate in battles due to injuries, contusions, or other health restrictions.
"These measures are aimed at improving the quality of the CCC's work and ensuring compliance with the principles of social justice, which will contribute to strengthening brotherhood, fighting spirit, and mutual respect in military groups," the official statement of the General Staff states.
Currently, according to the Armed Forces of Ukraine, about 70% of the TCC servicemen already have combat experience. About half of them are soldiers who were injured during hostilities. Another 20% of the staff are civilian employees who perform administrative functions.
This process is coordinated by one of the deputy chiefs of the General Staff. The General Staff also emphasized that the rotation of the CCC leadership has already taken place in full - from 2022 to 2025, all heads of centers were replaced.
These steps come amid growing criticism of the CCC. In March, Ombudsman Dmytro Lubinets reported an increase in complaints about the actions of CCC employees during mobilization events. The General Staff's new measures may be a response to public demand for transparency and fairness in the mobilization process.
