The new Law of Ukraine “On Preschool Education” will come into effect in Ukraine on January 1, 2025, which will become the basis for reforming and improving the quality of preschool education in the country. The Ministry of Education and Science of Ukraine has announced important changes that the law provides for educators, parents, educational institutions, and government agencies.
The law provides for the optimization of the workload for educators and the establishment of new standards for their work. In addition, educators will be entitled to 56 days of annual leave, which will significantly improve working conditions. Higher additional payments and allowances for teachers will also be established, which will increase motivation and ensure fairer conditions for preschool workers.
The law also aims to increase the accessibility of preschool education for children. Parents will be able to choose the form of education for their children: in-person, online or distance. In addition, it provides for the creation of new types of educational organization, such as mobile kindergartens, family institutions or mini-kindergartens, which will allow adapting education to the needs of different regions and families.
An important part of the new legislation is the focus on inclusive education. Preschool education institutions must create appropriate conditions for children with special educational needs. This will ensure equal opportunities for all children, regardless of their physical or intellectual abilities, which will be a step towards social equality.
Under the new legislation, local authorities and preschool founders will be responsible for providing the necessary resources for kindergartens and ensuring that preschool education is accessible to all children. They will also have to guarantee fair remuneration for educators, which is an important step towards improving the quality of education and attracting qualified teachers.
The Ministry of Education and Science notes that additional regulatory legal acts are currently being developed to help effectively implement these changes in practice. In total, it is planned to adopt 28 new regulatory legal acts that will regulate the work of preschool institutions and the pedagogical community.
