Despite the canceled development decision, Stolitsa Group continues to actively sell and advertise apartments in the “H2O” residential complex, which is being built on the territory of Osokorki Ecopark.
According to the public organization "Ecopark Osokorky", on April 25, 2025, the Volyn District Administrative Court completely canceled the permit for construction work for this facility. The court satisfied the NGO's claim against the liquidated State Architectural and Construction Inspectorate of Ukraine (SACUI), which had previously issued this permit.
The lawsuit alleged that Stolitsa Group did not receive approval for development of the territory, which has the status of a landscape monument — “Historical Landscape of the Kyiv Mountains and the Dnieper River Valley.” It was the lack of this approval that became the basis for the cancellation of the permit.
Despite the clear court decision, the developer not only did not stop construction, but also actively promotes the object on the market. On official resources and in advertisements, the company offers to purchase apartments in the new residential complex, without mentioning the court decision.
Lawyers from the NGO "Ecopark Osokorky" emphasize that any investment in this facility is currently associated with risks, as the residential complex has actually acquired the status of illegal development. They urge potential buyers to refrain from concluding deals until the legal status of the land plot and permit documentation is clearly regulated.
As a reminder, Stolitsa Group, associated with businesswoman Vlada Molchanova, has previously been involved in scandals related to the development of green zones in Kyiv. The situation surrounding the H2O residential complex is another episode that raises serious questions about compliance with urban planning legislation.
