Despite the abolished decision on construction, Stolitsa Group continues active sale and advertising of apartments at the H2O LCD, which is erected on the territory of Osokorki Eco Park.
According to the information of the NGO "Ecopark Osokorki", on April 25, 2025, the Volyn District Administrative Court completely canceled the permission to perform construction work for this facility. The court granted the lawsuit to the liquidated State Architectural and Construction Inspectorate of Ukraine (DABI), which previously issued this permission.
The lawsuit stated that Stolitsa Group did not agree to the construction of the territory, which has the status of a landscape monument - the "historical landscape of the Kiev Mountains and the Dnieper River Valley". It is the lack of this approval that has become the basis for the cancellation of the permit.
Despite the clear court decision, the developer not only has not stopped construction, but also actively promotes the object in the market. On official resources and advertisements, the company proposes to buy apartments in a new residential complex without mentioning the court decision.
Lawyers of NGO "Ecopark Osokorki" emphasize that any investment in this object is currently related to risks, because the LCD has actually acquired the status of illegal construction. They urge potential buyers to refrain from concluding transactions until the legal status of the land plot and permits are clearly regulated.
Recall that Stolitsa Group, connected with Businessman Vlad Molchanova, has previously been featured in scandals related to the construction of green areas of Kiev. The situation around the H2O LCD is another episode that raises serious questions about compliance with town planning legislation.
