Recovery strategy: young fighters, strong fortifications and Western aid for Ukraine to resume the offensive

Western experts see that the military operations of the Armed Forces of Ukraine in the offensive direction may resume no earlier than 2025. A group of leading Western military analysts has published an analytical note, which expresses the opinion that in the current year, Ukraine should concentrate on defense and strengthening its military and defense capabilities in the face of Russia's superiority. The restoration of active offensive operations is possible no earlier than 2025, according to experts.

Analysts, including Michael Kofman, Dara Massicot and Rob Lee, in their note "Hold, build and hit" consider the key aspects that should be taken into account for an effective strategy for Ukraine. Including:

  1. Creation of strong defensive lines, similar to those erected by Russia before the Ukrainian counteroffensive in 2023.
  2. Increasing the qualitative and quantitative characteristics of the Armed Forces of Ukraine, including improving the quality of training and provision of fighters. It is noted that the Ukrainian military has a high average age, and it is necessary to improve their health in order to participate in active operations.
  3. Development of cooperation with Western manufacturers for the production of combat drones and electronic warfare systems. It is also important to increase the supply of military equipment and ammunition from the West.

The authors' conclusion is that the implementation of these measures could give Ukraine the opportunity to change the course of the war if it can exhaust Russian forces by 2024 and then inflict a series of defeats on them in 2025.
