The court made an arrest on the jacket of the Black Sea Fish Port in Odesa region

The scandal around the Black Sea Fish Port LLC (LLC "CRP") reached a new stage: the court decided to arrest on seven state berths of the company in the village of Burlacha Balka, in Odesa region. The seizures located on the territory of the Chernomorsk seaport became the subject of investigation due to illegal registration of private ownership at the water area.

According to the investigation, in conspiracy with the state registrars of LLC "CRP" illegally registered the right of private ownership of operating water areas of the berth № 1, 2, 3, 4, 5, 6 and 4 (before the reconstruction was drilled No. 7-10). These objects are part of the hydraulic structures of the dry estuary in the water area of ​​the Chernomorsk seaport and belong to the state, being in the sublease in the LLC "CRP" on the basis of the treaty of June 23, 1997.

According to the investigation, in February 2019, officials of LLC "CRP" conspired with the state registrar of KP "Agency of State Registration" for the seizure of operating waters for the purpose of receiving income from the ship's fee. In April 2019, on the basis of fabricated documents, including technical passports from LLC "Prom-Stroy LTD", the ownership of the water area under the CRP LLC was illegally registered. The state registrar, aware of the unlawfulness of the actions, amended the State Register of Real Property Rights, although there was no legal grounds for this, because the property belongs to the state in the person of the State Property Fund of Ukraine (SPFU).

The investigation found that the dock and their operating waters are inseparable objects that cannot function separately. In February 2025, the seizures No. 1–6 and No. 4 (former No. 7–10) were recognized as material evidence in the case. The prosecutor's office insisted on the arrest of property with a ban on alienation and order to prevent it from unlawful renewal or use.

Representatives of LLC "FRI" denied the arrest, claiming that they were in state -owned, and the investigation applies only to the waters, not the berths themselves. They also stressed that the ban on operation will disrupt the work of an enterprise that has the status of critically important and international contracts. The FDMU, as a landlord, did not make a claim to LLC "CRP" and left the decision at the discretion of the court.

The judge, taking into account the arguments of the parties, came to the conclusion that they were douables are material evidence, and their arrest was necessary to preserve the property and ensure the investigation. The arrest does not provide a ban on use, but only limits alienation and order, which, in the court's opinion, meets the principles of proportionality and legality.

The company owns PJSC "Antarctic", which, in turn, has offshore roots. According to the Opendatabot portal, the company founders are Espert Holdings Ltd, Meidcom Ltd and Zao Ukrtransitservice Ltd.
