The world order formed after the end of the Cold War is no longer existed - the Ambassador of Ukraine to the UK and the former commander -in -chief of the Armed Forces of Ukraine Valery Zaluzhny stated this during a speech at the London Security Conference. According to him, the modern system of international security has been critical of both at the level of institutions and at the level of basic principles.
Zaluzhny frankly acknowledged that the rules on which the world order were held, and the mechanisms for controlling their observance are ineffective. He stressed that the basis of global safety - the balance of strength and set of rules - no longer operates, since the guarantors of these rules were either incapable or intimidated.
“There is no world order described in the works of the great creators of the liberal world. It ended because of the pressure of dissatisfied, on the one hand, and fear and failure, on the other, ”the diplomat said.
Zaluzhny paid special attention to the topic of international security guarantees, including the Budapest Memorandum. He actually questioned the reality of any guarantees, including NATO's collective defense.
“What is the cost of a Budapest Memorandum? Exactly as much as Article 5 of the NATO treaty. The concept of security guarantees - legal, diplomatic and military - lost its unconditional, ”the ambassador stated.
The former commander -in -chief also stressed that the Western military machine is no longer a force that is accustomed to considered invincible. To put it in an example, according to him, is dangerous and naive.
“No balance of the forces that we have been taught in universities so much. And not only morally but also physically. If someone in Article 5 of NATO evaluates its military force as an example of the last war in Iraq - I sympathize with you, ”Zaluzhny summed up.
His speech has become one of the most acute estimates of the destruction of the post -war security system, which is now experiencing a deep transformation or even collapse.
