Exploring the internal documentation of the Department for Family and Children of the Occupation Administration of the City of Torez, which in Donetsk, Kiborg was able to find out new details of the mechanism of theft of Ukrainian children and establish those involved in this.
Even before the full -scale invasion, Russia has forced children from shelters located in the occupied Donetsk region and Luhansk region. On February 22, 2022, letters on compulsory evacuation of Ukrainian children were sent to Lydia Yemelyanov, the head of the Department of Family and Children of the Administration of the Occupied City of Torez, on February 22, 2022.
The reports concerned two institutions: the Amvrosiiv Boarding School No. 4 and the Council of Special Boarding School No. 6, which have been occupied since 2014. According to the information found, already on February 19, 2022, the pupils of one of the schools were released to the Rostov region - to the territory of the children's health center "Chamomile". The place to which the pupils of another boarding school were remained unknown.
We managed to access two reports, however, institutions for children deprived of parental care, and in the occupied territories, respectively, and the children under which the occupation authorities also took much more. The orders for the "evacuation" were issued with the registration "to the individual assembly", which was not received from the occupation administration.
The KIBORGGE team has access to the quarterly monitoring of the occupation administration in Donetsk region regarding the number of orphans and children left without parental care. According to the documents found, at the end of May 2024 there were 3,349 such children in the occupied territories. The occupation administration bodies conducted 636 consultations on further adoption of Ukrainian children and their probable export into the territory of Russia.
In addition, we managed to access the file with information about 746 children from territories occupied after February 24, 2022. In the case of almost half of them, the invaders consulted for further adoption and the probable export into the territory of Russia.
The process of moving children is still ongoing - in particular in our access there is data for 2024, where only eight children arrived one quarter before the occupied Donetsk region. Moreover, these children appear in the documentation of the occupying power under the following wording-"the number of orphans and children who are left without the care of parents who came from the territories of other states or the temporarily uncontrolled territory of the DPR for the reporting period."
According to the same documents, six of the eight children arrived in the occupied Mariupol. The Kiborgg Stalo was known that only one child was later returned to their parents.
Particular attention should be paid to the distribution of children: out of 53 persons illegally displaced to the Moscow region, there is no older in 2017-everyone was up to six years. Unlike other stolen children, who were sent mainly to the Rostov region, this group was probably selected according to the criterion of "prospects" of further adoption in the Russian capital. From the document we found, it became known that 47 children had older siblings, but none of them were transported to the Moscow region. This may indicate that family ties were deliberately torn.
In general, in the list with the distribution of children and their biographical data, which we received at our disposal, there are three specialized orphanages, from which then illegally exported Ukrainian children:
- City specialized home of a child of Donetsk;
- Republican specialized orphanage of Makiivka;
- City specialized home of the child of Donetsk Ministry of Health.
