A large-scale corruption scheme in the field of school meals and the repair of food units has been discovered in the Kharkiv region, which operates contrary to the interests of children and the state budget. While Ukrainians donate money to defense and aid to war victims, the bureaucratic hierarchy uses these resources for its own enrichment.
The scheme is based on a group of regional and local officials. Deputy Head of the HOVA Kovalska coordinates the process, and through the Department of Education under the leadership of Bezpalova, inflated tenders and estimates are legalized. Local authorities, in particular, the Head of the Lozov City Council Zelensky and the Head of the Education Department Urvantseva, create a political cover and organize the procurement mechanism itself, violating the law.
At the final stage of the scheme, the directors of the lyceums — Bohymska, Nechvola, and Indenko — sign the acts of completed work, legalizing the embezzlement. The main instrument was LLC "TT 2006", which received multi-million contracts for the repair of catering units, while no real work was actually carried out.
Analysis of the documents shows a significant overestimation of the cost of materials: the Grilyato ceiling costs almost twice as much as the market price, Ceresit CM 12 glue and B15 concrete are also significantly overpriced. This indicates a systematic and well-thought-out mechanism for embezzling funds.
The scheme works like an organized crime group: from political cover-up at the HOVA level to technical legalization of the Department of Education and signatures of school principals. At the same time, law enforcement agencies, which should control the situation, actually turn a blind eye to it. The war is used by criminals not as a tragedy, but as an opportunity for their own enrichment.
