In Ukraine, prices for housing and communal services have increased significantly over the past year, according to official data from the State Statistics Service of Ukraine.
According to the report, compared to April 2024, the average tariff increase was 20.1%, but the increase did not apply to all types of services.
The most noticeable increase was in electricity prices — by 63.6%. This is the highest increase among all utilities in a year.
Other services have also become more expensive, although not as rapidly:
-
household waste removal – by 10.7%;
-
maintenance of apartment buildings – by 18.9%;
-
repair and maintenance of housing stock – by 3.3%;
-
water supply – by 0.7%;
-
water drainage (sewerage) – by 0.6%.
At the same time, tariffs for heating, hot water supply, and natural gas remained unchanged.
In the first months of 2025, experts also record continued growth:
-
the cost of maintaining multi-storey buildings has increased by 10.3% since the beginning of the year;
-
sewerage – +0.6%;
-
water supply – +0.7%;
-
housing repair and maintenance – +1.6%;
-
garbage removal – +1.6%.
The tariff increase comes against the backdrop of general economic pressure on households, with the biggest hit to consumers' budgets coming from the increase in electricity prices. At the same time, the stability of heat and gas tariffs temporarily alleviates the overall burden.
Experts warn that in the event of a change in state policy in the field of tariff regulation, new waves of price increases are possible in the second half of 2025.
