After the 60-day period for verification of credentials has expired, Ukrainians subject to mobilization may be sent summonses by registered mail. A signature upon receipt of such a letter is not required for the mobilized person, which means that even without a signature, you are considered familiar with the summons and are required to appear at the military registration and enlistment office at the specified time.
This was reported by the spokesman for the Poltava OTCC and SP Roman Istomin. He noted that men subject to mobilization must update their data at the territorial recruitment and social support center (TCKSP) by July 16, 2024. If they do not do this, they may be sent a mobilization summons by mail, which will be considered delivered.
"If a citizen does not specify his or her residential address within 60 days, the summons may be sent by mail to the address of the registered place of residence," he explained.
The CCC spokesman noted that the signature of the conscript is not required. During general mobilization, confirmation of the call-up notification to the military registration and enlistment office in the event of a summons being sent by mail will be:
- the day of receipt of the postal item, confirmed by information or documents from the postal operator;
- the day of placing a note in the postal message regarding the refusal to receive the shipment or the day of placing a note about the absence of the person at the address of residence, which was specified during the data update, or at the address of the registered place of residence.
"The day of appearance upon summons of a reservist or conscript is determined no earlier than the 14th day from the date of sending the summons by registered mail with notification of delivery," said Roman Istomin.
Currently, during general mobilization, summonses are not sent by mail. However, after the 60 days allotted for updating data, summonses may be sent by registered mail with a return receipt to the address of residence. If the address of residence is not specified, the document will be sent to the address of the registered place of residence.
From July 18, summonses to men will begin to be sent by regular mail, in accordance with Cabinet Resolution No. 560 of May 16, 2024. According to the document, the summons will be considered delivered even in the event of refusal to receive it or the absence of the addressee at the place of residence. This means that for the mobilization of men, an “in absentia” notification will be sufficient, without a mandatory signature on their part.
According to Cabinet Resolution No. 560, summonses have the right to be served:
- representatives of the CCC - within the administrative territory covered by the authority of the relevant CCC;
- representatives of structural units of district military administrations - within the administrative territory covered by the authority of the relevant RMA;
- representatives of executive bodies of village, settlement, and city councils - within the administrative boundaries of settlements and territories covered by the powers of the relevant executive bodies;
- representatives of enterprises, institutions, organizations - on the territory of enterprises (institutions, organizations) and in places where employees perform work (duties).
