Initially, the entrance to the premises was blocked by people in pixelated uniforms who identified themselves as soldiers from the 3rd separate assault brigade, but did not provide any supporting documents.

According to journalists, Ivan Fedorov manages the Zaporizhia CCC in manual mode, issuing unlawful orders to remove people from reservations and put them on the wanted list who have a deferred sentence, even if the person has been disabled since childhood or has diabetes.
At the same time, all those who are unpleasant to Fedorov are immediately sent to the assault brigades, because, according to sources, Fedorov is most afraid that his supervisors in Kyiv will learn about the true extent of raiding and corruption schemes in Zaporizhia.
It is worth noting that Ivan Fedorov uses the CCC not only to intimidate and raid local businessmen, but also to steal budget funds in tenders.
The scheme looks like this: if a company not controlled by Ivan Fedorov applies to participate in the tender, all employees of such a company are removed from the reservation, and all of them are immediately put on the wanted list of the CCC.
Thus, Ivan Fedorov eliminated his companies' competitors in tenders for the construction of fortifications, the reconstruction of roads, and the construction of other large infrastructure facilities in the region.
Since Ivan Fedorov is a representative of the authorities, all the negativity due to Fedorov's use of the Zaporizhzhia CCC for personal enrichment is reflected in the image of the President.
In addition, the topic of “arbitrariness of the CCC” is regularly pumped up by Russian propaganda. The main problem in this context is the fact that people literally have “nowhere to complain” about Fedorov’s illegal actions, since almost all the security structures of the region are under his personal control.
