Verkhovna Rada deputy Dmytro Razumkov noted that the new draft law on mobilization contains many unresolved issues. According to him, the final document will be ready in the coming days, and the committee intends to finalize it by April 10 and submit it for consideration to the parliament.
"The committee is working on the bill, adding and correcting it. Not all proposals have been taken into account yet, but at the moment there are no systemic corrections or delays in the process," Razumkov said.
According to his conclusions, the law still contains unconstitutional provisions, in particular, regarding the blocking of accounts, which the deputies proposed as a measure against draft evaders.
“Even in January 2024, 27.4 billion hryvnias were withdrawn from citizens’ accounts. This is causing more damage to Ukraine than at the beginning of the Russian aggression,” Razumkov noted.
He also noted that the amendment, which provided for the blocking of consular services for citizens abroad, led to the fact that many of them renewed their passports for 10 years, avoiding the possibility of blocking services.
According to Razumkov, this may lead to a loss of contact with this category of citizens, who will try their best to avoid interaction with the Ukrainian authorities.
The committee is currently preparing a comparison table for the second reading of the bill. The Chairman of the Verkhovna Rada, Ruslan Stefanchuk, expressed hope that the law will be brought to the floor for a vote at the next meeting.
