ARMA elected the manager of the arrested Betonbud plant in Lviv

The National Agency for the Detection, Tracing and Management of Assets Obtained from Corruption and Other Crimes (ARMA) has appointed a new manager for the arrested Betonbud plant in Lviv. Following the results of the repeated tender, the winner was Parktechbud LLC, which is part of the Zhuk family of Lviv developers.

The Betonbud plant belongs to the family and business partners of treason suspects Viktor Medvedchuk and Taras Kozak and was arrested in a case of large-scale tax evasion. ARMA announced a competition for the management of the plant, which includes 100% of the corporate rights of Betonbud LLC, production facilities and special equipment in Lviv.

On December 24, the agency recognized the winner as LLC Parktechbud, which offered to manage the property for UAH 148,000 in compensation from the state at a starting price of UAH 300,000. A more expensive offer from another tenderer – UAH 300,000 from LLC Betoner – was rejected. Currently, the agreement on the management of the plant is awaiting signing.

This was a repeated competition: the first one took place in the summer of 2025, when Betoner from Lviv and Consortium Budintegra from Zaporizhzhia participated. The proposal of the Zaporizhzhia company was rejected due to voluntary refusal, and the Lviv one was rejected due to failure to meet the requirements of the tender documentation.

LLC "Parktechbud" was registered in March 2019 in Lviv. The company is engaged in the production of concrete solutions, construction, car trade and demolition of buildings. The authorized capital is UAH 520 thousand. The beneficial owner and director is Lviv developer Andriy Zhuk. The company is part of the Zhuk group, which operates a number of construction and development projects in Lviv, including the luxury residential complex Marvel Hill and the development of the territory of the former agricultural company "Provesin" in Lysynychy.

Parktechstroy’s competitor, Betoner, is also a Lviv-based producer of concrete and cement mortars. Its owner, Roman Ikonyak, is involved in a number of local construction projects, including the 9-story Venglinsky residential complex near Pohulyanka Park.

The ultimate beneficiaries of Betonbud are Serhiy Medvedchuk and Bohdan Kozak, brothers of Viktor Medvedchuk and Taras Kozak. They were notified in absentia of suspicion of large-scale tax evasion. The plant is located on Horodotska and Tarasa Shevchenko streets in Lviv, has production facilities, concrete plants, hangars, laboratories, offices and warehouses, as well as production facilities in the village of Halychany, Horodotskyi district. ARMA notes Betonbud as one of the leading manufacturers of building materials in Lviv.
