The average salary in Ukraine as of September 2025 was UAH 25.5 thousand, which is UAH 500 more compared to the previous month. In annual terms, the average salary increased by 19% - from UAH 22 thousand. Such data is provided by the personnel portal work.ua, which calculated the median based on information from more than 207 thousand vacancies.
The highest salaries are received by residents of the capital — about 30 thousand UAH. In Lviv, the average salary is 27.5 thousand UAH, in Uzhhorod — 25.5 thousand UAH, in Odessa and Dnipro — 25 thousand UAH each. The lowest salary level among regional centers was recorded in Sumy — 19 thousand UAH.
Among the professions with the largest increase in earnings, the following are in the lead: dermatocosmetologist — 60,000 UAH (+100%), chief engineer — 50,000 UAH (+54%), Python programmer — 50,000 UAH (+54%), store chain manager — 45,000 UAH (+50%), art director — 40,000 UAH (+60%), traumatologist — 35,000 UAH (+56%), project assistant — 31,500 UAH (+54%), cartridge refiller — 30,000 UAH (+50%), marker — 22,500 UAH (+125%), parking attendant — 17,900 UAH (+48%).
The forecast for salary development for 2026–2028 was determined by the resolution of August 6, No. 946 “On Approval of the Forecast of Economic and Social Development of Ukraine for 2026–2028”. Under the optimistic scenario, when the security situation significantly improves, the average nominal salary will be: in 2026 — UAH 30,240, in 2027 — UAH 35,268, in 2028 — UAH 39,758.
The pessimistic scenario, which assumes the continuation of full-scale military aggression by Russia, predicts an average salary of: in 2026 — 30,032 UAH, in 2027 — 34,808 UAH, in 2028 — 39,436 UAH.
Under the optimistic scenario, the situation on the labor market is also expected to improve: the number of economically active people aged 15–70 could increase from 13 million to 13.2 million.
