Judge of the Obolonsky District Court of Kyiv, Oleksandr Muzyka, who was temporarily acting in Kyiv after a business trip from the Central District Court of Mariupol, has been found not to meet the criteria of integrity and professional ethics due to doubts regarding the sources of funds for the construction of a house. This was reported by the Public Integrity Council (PIC).
The main remark concerns the legality of the origin of funds for the purchase and completion of a garden/summer house with an area of 179.1 sq. m, registered as joint property of the spouses on September 19, 2024 at a declared value of UAH 6.2 million. According to the candidate, construction began back in 2010 on his own on a land plot in poor condition, and in 2024, large-scale repairs and completion were carried out.
However, according to the GRD, in 2024 the couple's savings decreased by the equivalent of $114,000 (about UAH 4.5 million), while their joint income amounted to only UAH 2.25 million. In addition, in June 2024, a child was born to the family, which required additional expenses. According to the GRD, official income and savings would not be enough for such large-scale work, which raises doubts about the legality of the sources of funds.
The conclusion states that the extraordinary thriftiness of the spouses, when they set aside more than half of their income in previous years, requires explanation, but did not become a basis for a negative conclusion. According to the property declaration for 2022–2023, the judge and his wife significantly increased their savings, but their income level did not allow them to accumulate funds in such a volume without additional sources.
It is noted that in 2022, Muzyka was in the Armed Forces of Ukraine and he gave several interviews about this.
