The Cabinet of Ministers of Ukraine has published a budget declaration for 2026–2028, which includes forecasts for the dollar exchange rate, minimum wage, and subsistence minimum.
According to the document, the government does not expect a sharp increase in the exchange rate in the next three years. The projected average exchange rate of the US dollar will be:

in 2026 — 44.7 UAH

in 2027 — 45.2 UAH

in 2028 — 45.6 UAH
At the same time, the minimum wage will increase gradually. From January 1, 2026, its amount will be 8,688 UAH, in 2027 - 9,374 UAH, and in 2028 - 10,059 UAH.
The subsistence minimum, to which many social benefits, including the minimum pension, are tied, will increase moderately — by about UAH 200 each year. For able-bodied persons, it will change from UAH 3,028 in 2024 to UAH 3,667 in 2028. For disabled persons, this figure will increase from UAH 2,361 to UAH 2,859, respectively.
Thus, the government is laying down a cautious and stable scenario for economic development with a gradual increase in social standards and a controlled exchange rate.
