The government has approved a bill that limits the list of citizens who will be entitled to deferment from military service. This includes, in particular, students, teachers, and researchers - now not everyone will be able to stay behind bars.
As TSN reports, the document envisages a revision of the reservation rules, which could significantly affect the education sector. If the bill is passed by the Verkhovna Rada, it will come into force immediately after publication.
Who retains the right to deferral?
After the changes, the following will remain booked:

university students under 25 years of age who are pursuing their first higher education (full-time or dual form);

students of vocational schools and colleges, if they entered before the age of 25;

interns, residents, and doctoral students;

scientists, teachers and educators working at least 0.75 full-time in schools, colleges, technical schools or universities;
-
Officially employed as of January 1, 2025, teachers of environmental, technical, or military-patriotic clubs in state or municipal institutions of extracurricular education.
Who will lose the opportunity to stay in the rear?
The right to deferment is lost:

students of foreign universities who entered after February 24, 2022;
-
citizens who are studying for the second time (receiving a second higher education).
In other words, studying abroad, if it was started after the start of a full-scale invasion, will not be recognized as a reason for deferment. The same applies to re-obtaining a diploma in Ukraine - this category is no longer considered protected.
After approval by the Cabinet of Ministers, the draft law must be registered with the Verkhovna Rada. If the document is supported by the people's deputies and signed by the president, the new rules will come into force from the moment of official publication.
