The Cabinet of Ministers of Ukraine has launched a pilot project to digitize employment based on the Unified Information and Analytical System "Obriy". The project is designed for two years and involves the complete transition of key stages of labor relations to a digital format - from job search to maintaining an employee's personal file.
According to the government, participation in the project is voluntary for both employers and able-bodied citizens. The full launch of the system is scheduled for October 2026.
The Obriy system creates a single digital environment for the labor market, in which all key processes will take place online. In particular, we are talking about job search, personnel selection, conclusion and termination of employment contracts, as well as electronic maintenance of personnel documentation.
All services will be available through the portal and the "Diya" mobile application.
Each able-bodied person who joins the project will receive their own digital profile "Obriy ID". It will contain information about qualifications, skills and experience according to the European ESCO classification. Based on this data, the system will generate personalized job offers.
The search for vacancies will be carried out, in particular, using artificial intelligence algorithms. The system will determine the candidate's level of compliance with the requirements of the vacancy - from full compatibility to 51%. If the indicator is lower, "Obriy" will indicate which skills or qualifications are missing and offer training options for improving qualifications.
Through a digital profile, citizens will be able to send feedback on vacancies, provide employers with information about themselves, and sign electronic documents on personnel matters.
Employers, in turn, will receive tools to manage their own credentials, access to a list of candidates generated by the system based on the level of compliance with the vacancy requirements, as well as the ability to invite candidates for interviews in electronic format.
A separate element of the project will be transparent accounting of human resources. The system provides for the creation of registers of able-bodied persons and workplaces, as well as access to analytical tools for participants. They will allow monitoring the state and trends of the labor market, the ratio of labor supply and demand, and generating interactive reports, including in dynamics.
The government notes that the experimental format will allow for the gradual introduction of digital solutions and their adaptation to the real needs of the labor market. Following the results of the two-year testing, a decision is planned to be made on the full implementation of the system at the national level.
