In the third year of a full-scale war, it would seem that the issue of raider schemes to re-register property and seize businesses using state registrars and Ministry of Justice employees will fade into oblivion.
However, as our sources report, raiding schemes are more active than ever, and the leadership of the Anti-Raiding Office may be involved in them.
Thus, the Ministry of Justice of Ukraine is considering a complaint against the actions of state registrar Gorokhova Nina Viktorivna, who, taking advantage of her official position, helped legalize a criminal raider scheme for the illegal appropriation of someone else's property belonging to "DENIS GROUP" LLC.
LLC "DENIS GROUP" is engaged in the production of textile products for technical and industrial purposes. Business activities have been carried out since 2017. The Company owned non-residential buildings and structures with a total area of almost 5 thousand sq.m., located in Kyiv and which were acquired in connection with the receipt of this real estate in the form of a contribution to the authorized capital of the company.
In October-November 2024, representatives of LLC "DENIS GROUP" learned that their real estate had become the property of an unknown individual. After that, the private notary of the Kyiv City Notary District, the aforementioned Nina Gorokhova, certified the contract of sale of a non-residential building in favor of the buyer - another individual, and a decision was made on the state registration of the right of ownership of the object, which actually belongs to LLC "DENIS GROUP".

Since 2023, the Internet has been massively spreading information about the sale of real estate owned by LLC "DENIS GROUP". In August 2024, the Main Department of the State Geocadastre of Khmelnytskyi Region, upon the application of an individual, formed and registered a land plot at the address in Kyiv at 39/7 Nyzhnyurkivska St., in fact, the land plot on which the building owned by LLC "DENIS GROUP" is located.
In October 2024, representatives of LLC "DENIS GROUP" became aware of the presence on their own territory of a group of unknown persons who claimed to be on the territory of an object belonging to the owner - an individual selling it. Thus, the individuals tried to sell the property in an illegal manner contrary to the interests of the real owner - LLC "DENIS GROUP".
At the same time, private notary Gorokhova Nina Viktorivna assisted these individuals, violating all instructions, and without checking documents, made illegal and unlawful decisions, as a result of which the actual substitution of title documents took place and the re-state registration of rights to the same real estate object was carried out, namely: a separate building belonging to LLC "DENIS GROUP".
That's how private notary Nina Gorokhova, represented by the state registrar, helped legalize a criminal raider scheme of illegal seizure of someone else's property. In fact, the notary was provided with fictitious and forged documents, on the basis of which she registered the right of ownership of real estate. Representatives of the company LLC "DENIS GROUP" filed a complaint about the illegal actions of private notary Gorokhova N.V.
Already on December 5, 2024, a meeting of the Board of the Ministry of Justice of Ukraine was held, at which a complaint was considered against the actions of the state registrar in the field of state registration of rights of Gorokhova N.V. But as of today, a decision has not been made.
We remind you that the anti-raider commission of the Ministry of Justice was headed for a long time by Viktor Dubovyk, who was linked the former head of the Ministry of Justice suspected of raiding and corruption , who is currently hiding from justice abroad).
According to our sources, Viktor Dubovyk retained his influence on the anti-raider commission of the Ministry of Justice even after his dismissal and starting work in a new position in the Office of the President.
