Restoration in Cherkasy style: Regional State Administration signed a deal for UAH 47.9 million for a house in Uman with prices doubled

On September 2, the Construction Department of the Cherkasy Regional State Administration, headed by Igor Taburets, signed a new contract for UAH 47.89 million with Bud Capital Group LLC for the reconstruction of a house in Uman at 25 Zakhisnyky Ukrainy St. — the same one that was hit by a Kh-101 missile in April 2023. As a result of that strike, 23 people died, including six children.

This is the second agreement for this facility. The first was signed in November 2023 with PE "Umanrembud 2" for UAH 67.82 million, and later an additional UAH 23.5 million without a tender. In total, the company has already received UAH 42.75 million.

Taking into account the new contract, the total cost of the work will exceed UAH 110 million, or about UAH 1.1 million for each of the 99 apartments. For comparison, the average price of a two-room apartment in decent condition on the secondary market in Uman is $25,000–35,000, which is several times less than the “restoration” estimate.

The prices of materials cause the most questions:

  • metal-plastic windows — 8,641 UAH/m²
    (market — 4,386–5,220 UAH/m²)

  • Izovat Fasad insulation 100 mm — 7,690 UAH/m³
    (market — 3,140–3,783 UAH/m³)

  • polyvinyl acetate dispersion — 379 UAH/kg
    (market — 146–148 UAH/kg)

In these three items alone, the potential overpayment is at least UAH 4 million — and this is without taking into account dozens of other materials overestimated in the estimate.

Umanrembud 2, which was already working on the same facility, also participated in the tender, but its proposal was rejected due to formal shortcomings in the warranty documents and papers for the equipment.

Instead, the winner was Bud Capital Group, a company whose estimates show that windows cost twice as much as the market price, and insulation costs almost twice as much.

The contract was signed by the acting director of the department, Oleksandr Matsko, and the authorized representative of the department, Yevheniy Aladin. Financial distribution: UAH 40.73 million — state budget, UAH 8.64 million — local budget.

For over a year, residents of a destroyed building in Uman have been waiting for the promised housing. Meanwhile, the Cherkasy region authorities are concluding new construction contracts with inflated prices that are shocking even the construction market.

An overpayment of UAH 4 million is:

  • 160 FPV drones, or

  • 8 vehicles for the Armed Forces of Ukraine, or

  • a few full houses in small communities.

However, it seems that "windows at 8.6 thousand per meter" have become more important for officials.
