On December 11, the Department of Education of the Solomyansk District State Administration of Kyiv signed a contract with Tep Capital LLC for the reconstruction of a kindergarten building worth UAH 240.72 million. The relevant information was published in the Prozorro public procurement system.
This is a building at 27 Andriy Melnyk Street (formerly General Tupikov Street), where the Erudit Gymnasium operated until 2017. After the educational institution moved to new premises, the building was unused for several years. Now the city authorities have decided to return it to educational infrastructure and equip it with a kindergarten.
According to the terms of the contract, a complete reconstruction of the facility is planned by the end of 2027. The project includes dismantling and general construction works, interior decoration, installation of an elevator, heating, ventilation and air conditioning systems, water supply and sewage, and a heat energy metering unit. Electrical installation works, installation of solar panels, security and fire alarms, video surveillance, and lightning protection are also planned. After the completion of construction works, furniture installation, lighting of internal areas, and landscaping of the territory are planned.
Financing is provided from the local budget. The contract price is fixed and includes UAH 116,000 for risks and UAH 3.37 million for inflation costs. The contractor's profit is 2% of direct costs. The customer must provide project documentation, but open sources do not contain information about the reconstruction project itself or its examination.
Analysis of the estimate shows significant overestimation of prices for construction materials. For example, aluminum composite panels were taken into account at 3,060 UAH per sq. m, while similar products are sold on the market more than twice as cheaply. Larsen sheet piles were laid at 114,480 UAH per ton, which is 22–34% higher than the prices of other budget purchases and commercial offers. M100 bricks were included in the estimate at 21.86 UAH per piece, although the market price fluctuates within 7.8–10.8 UAH.
Overpayments were also recorded for fittings, solar panels, chemical materials, and other items. According to preliminary estimates, the estimated overpayment for individual materials and equipment alone could reach about UAH 12 million.
The estimated salary also attracts special attention. In the contractor's calculations, it is 26,515 UAH, which is lower than the average salary in the construction industry in Kyiv according to labor market data. This creates risks of covering real costs at the expense of the margin built into the cost of materials.
The tender was held without competition. The conditions of participation required the presence of a significant number of certified specialists in a narrow field and additional contracts, which significantly limited the range of potential participants.
The head of the education department of Solomyansk RDA is Viktor Uzhytskyi, the authorized person for public procurement is Lesya Bondarenko, and the head of the district state administration is Serhiy Movenko. Tep Capital LLC was registered in March of this year in Kyiv and belongs to Serhiy Pavlenko from Vasylkiv, Kyiv region. Since June, the company has already received government contracts worth over UAH 532 million, most of which are from the current customer.
