Ruslan Kandybor, Director of the Department of Transport Infrastructure of the Kyiv City State Administration, has been informed of suspicion of official negligence, which, according to the investigation, led to the large-scale destruction of the tunnel on the blue branch of the capital's metro. This is an accident that occurred in December 2023 between the Demiivska and Lybidska stations, which completely stopped train traffic on the Teremky - Lybidska section.
According to the Prosecutor General's Office, Kandybor did not control the activities of subordinate transport enterprises and did not respond properly to signs of an emergency. This led to the untimely detection of the tunnel's emergency condition and the lack of measures to prevent it. As a result, the capital's community suffered losses of more than 164 million hryvnias, including the costs of organizing duplicate bus services and losses from the suspension of transportation in the metro.
Prosecutors note that the investigation has established a causal link between the official's inaction and the serious consequences for the city's transport system. The issue of appointing Kandybor a preventive measure and his removal from office is currently being considered.
This is not the first time in the case. Previously, suspicions were reported to the former head of the Kyiv Metro, Viktor Braginsky, as well as two other metro officials. According to expert reports, the operation of the emergency section of the metro was carried out with gross violations of building codes, which led to the flooding of the tunnel.
Ruslan Kandybor has headed the Department of Transport since 2021. Even earlier, while working in the Lviv region, he was criticized for the inefficient use of budget funds. His name is also mentioned in the context of NABU investigations into corruption schemes in the Kyiv authorities.
