An official of the Kyiv City State Administration received a report of suspicion due to undeclared corporate rights of a foreign company with a total value of about 4 million hryvnias. Law enforcement agencies have not officially named the person involved, but it is likely Volodymyr Tsyba.
As reported by the Kyiv City Prosecutor's Office, suspicion was declared against the deputy director of the department - head of the trade and consumer affairs department of the Department of Industry and Entrepreneurship Development of the Kyiv City State Administration. This is the position currently held by Volodymyr Tsyba.
According to the investigation, the official did not indicate in the declaration for 2024 the corporate rights of a foreign enterprise that carries out economic activities in Poland. The value of these corporate rights is estimated at 4 million hryvnias.
The prosecutor's office noted that the official's actions were qualified as intentional entry by the subject of the declaration of knowingly false information into the declaration of a person authorized to perform state or local government functions, if such information differs from the verified one by an amount from 750 to 2,500 subsistence minimums for able-bodied persons. This is part one of Article 366-2 of the Criminal Code of Ukraine.
According to the 2024 declaration, Volodymyr Tsyba owns a significant list of real estate in Kyiv. In particular, he has a declared land plot with an area of 600 square meters, three apartments with an area of 51.1, 72.4 and 43.7 square meters, as well as an unfinished apartment in the capital with an area of 43.1 square meters.
In addition, the official owns two Volkswagen cars - a 2019 model worth over 1 million hryvnias and a 2005 car valued at 35 thousand hryvnias.
In the declaration for 2024, the official indicated only two corporate rights to enterprises registered in Ukraine. The value of his shares in these companies is 495,300 hryvnias and 12,000 hryvnias. At the same time, information about the foreign enterprise was not included in the declaration.
For the year, Volodymyr Tsyba declared a salary of 548,014 hryvnias. He also indicated cash savings of 250,000 hryvnias, 20,000 US dollars, and 5,000 euros. He also declared an investment in construction worth over 1.3 million hryvnias.
It is known that Volodymyr Tsyba was born in 1970. In 2003, he received a higher economic education from the Kyiv National University of Trade and Economics, and also has a law degree. At various times, he worked in the trade sector, served in the military, and held positions in local government bodies. In particular, from 2011 to 2013, he was the deputy head of the Holosiivska district state administration in the city of Kyiv. Before his appointment to the Kyiv City State Administration, he headed several private companies.
The official is married and has a son.
