As the publication "KyivVlad" notes, the company belongs to the entourage of former Odessa mayor Gennady Trukhanov. The contract was awarded without competition, which raises concerns about the transparency of the process.
Construction work is scheduled to be completed by the end of 2026. The project includes replacing the overpass supports, upgrading the outdoor lighting and storm sewers, and installing elevators to the light rail station. The overpass was put into operation in 1999.
According to the analytical system YouControl, Rostdorstroy was registered in Odessa in 2005. The company's authorized capital is UAH 5.13 million. The ultimate beneficiaries are Yevgeny Konovalov and Yuriy Schumacher. The founder is the Austrian company Uttema AU GmbH, the director is Oleksiy Andryushyn.
The company is part of the Schumacher and Konovalov group of enterprises, which specializes in the construction of roads and highways. Yuriy Schumacher is a deputy of the Odessa City Council, a member of the "Trust in Affairs" faction, which represents the party of former Odessa mayor Gennady Trukhanov.
Previously, Kyivavtodor has already concluded seven contracts with Rostdorstroy for a total amount of UAH 2.13 billion, including the current one. In June 2023, the company carried out the reconstruction of the Degtyarevsky overpass. Currently, the National Police is investigating possible facts of embezzlement and misappropriation of budget funds during the work.
