Military Unit 3061 of the National Guard of Ukraine signed a contract with Artemzbud LLC for the construction of a special purpose facility worth almost 56 million hryvnias. However, an analysis of the procurement documentation shows that prices for just a few items are overstated by at least 2.8 million hryvnias.
According to the Prozorro system, the contractor must build a facility on the territory of the military camp by October 2026. The work includes the foundation, concreting, facades, installation of engineering networks, and even IP video surveillance.
But the prices raise questions. For example:

C40/50 class concrete will cost the state budget 6,714 UAH per cubic meter, while on the market it starts at 5,178 UAH;

B25/30 concrete costs 5,502 UAH/m³ in the estimate, on the market — from 3,343 UAH;

reinforcement — over 39 thousand UAH/t, although the market price is 32–34 thousand UAH;

Ceresit CD 24 putty — 79 UAH/kg, compared to market prices of 53–60 UAH;

IP video camera Tiandy TC-C35WS — 11,964 UAH, instead of the real 8,695–9,131 UAH.
The probable overpayment on these positions alone is about UAH 2.8 million.
Only one participant took part in the tender - Artemzbud itself. The customer set quite strict conditions: at least two similar contracts, ISO certification, reporting with revenue at the level of the expected cost, confirmed fleet of equipment and personnel. This significantly narrowed the circle of potential applicants.
Artemzbud LLC was registered in Cherkasy in 2018. Its director and owner is Artem Naumenko. Since 2021, the company has received government orders worth almost UAH 770 million. But a trail of scandals follows it:

In 2020, she was mentioned in criminal proceedings regarding the theft of property from military unit 3070.

In 2024, Nashi Groshi exposed an overestimation of the cost of materials by more than UAH 7 million in a contract with the National Guard. After that, the contract was terminated.
Despite this, Artemzbud continues to win tenders worth millions of hryvnias.
