The court has seized the property of the civil wife of the former director of the Kharkiv municipal enterprise "Complex for the Removal of Household Waste" Oleksiy Artikulenko as part of criminal proceedings on the fictitious booking of military conscripts. The relevant ruling contains a list of seized assets, including premium cars, real estate, and auxiliary property.
According to the decision, two expensive cars purchased in 2024–2025 were seized: Audi Q8 (2024) — purchased in February 2025 for UAH 3.54 million, and Volkswagen ID all-wheel drive electric crossover. Unyx Max (2024) — purchased on June 4, 2025 (market value estimated at $25–30 thousand). Also seized were two box garages, two trailers, a land plot and a residential building with an area of 227.5 sq. m. purchased in different years. Artikulenko's declaration also lists an apartment with an area of 42 sq. m. purchased by him in early 2024 for UAH 1.54 million.
The document states that on September 26, 2025, Artilenko was notified of suspicion under Part 2 of Article 28, Part 1 of Article 114-1 of the Criminal Code of Ukraine (obstruction of the activities of the Armed Forces and other military formations during a special period, committed by a group of persons) and Part 5 of Article 191 of the Criminal Code of Ukraine (embezzlement of property through abuse of official position on a particularly large scale, by prior conspiracy of a group of persons). The notification of suspicion was published on the same day in official publications.
The investigators also asked the court to apply a preventive measure in the form of detention to Artikulenko, but the request was refused - the materials of the proceedings do not contain data on his stay in temporarily occupied territories, in an aggressor country, or on his being declared an international wanted person, which made it impossible to apply such a measure in the absence of the suspect. On October 1, Artikulenko was declared a wanted person in Ukraine.
According to the investigation, the scheme consisted of fictitious employment of men of draft age at a municipal enterprise in order to issue them with armor. According to law enforcement officers, the management of the municipal enterprise received significant funds from this practice. As part of the investigation, the personal files of 417 employees of the enterprise were also arrested.
Additionally, attention is drawn to the connections of Artikulenko's common-law wife: she is a co-owner of companies that received contracts for waste removal and other services from municipal institutions. The materials of the proceedings and the court ruling separately mention the participation of contractors and possible channels for withdrawing funds.
Earlier, other suspects were detained in the same case: for example, the deputy director of the CP and other employees. Their families and relatives are also accused of involvement in schemes involving the accrual of salaries to "fictitious" employees and the withdrawal of funds from their bank cards. Some of the suspects are in custody.
