Former Deputy Head of the State Special Communications Service Viktor Zhora, who is accused in a case of embezzlement of over UAH 62 million, began serving in the Armed Forces of Ukraine only in August 2025. He announced this on his Facebook page. Zhora was dismissed from his position in November 2023.
The reason for the postponement of the court hearings in case No. 991/7357/25 is precisely his service at the front. The first hearing, scheduled for July 6, 2025, was postponed to August 14, then to September 22, due to Zhora's absence.
The investigation established that in 2020–2022, the leadership of the State Special Communications Service, together with the owner of the group of companies Roman Koval (the companies Inside Solutions and Sember Trade), embezzled more than UAH 62 million for the purchase of software. The purchases were classified to avoid open bidding and ensure the victory of the controlled companies.
Yuriy Shchygol, the former head of the State Special Communications Service, after his dismissal transferred to the Main Intelligence Directorate of the Ministry of Defense. The trials against Zhora and Shchygol are ongoing, but the constant postponement of hearings is delaying the completion of the case.
The situation is noteworthy because the accused is serving at the front, which complicates access to justice and makes it impossible for the case to be heard regularly.
