The Ukrainian Ministry of Defense is under scrutiny over an incident involving a senior official responsible for procurement. It emerged that the official had problems fulfilling his national security duties not only in a professional context but also in terms of military service.
He turned out to be Gleb Kanevsky - corruption public organization StateWatch , which he created together with Oleksandr Lem'ev , recently brought to criminal responsibility for violating accounting rules and evading military service.

As evidenced by the appeal of the Bila Tserkva CCC (see photo), at the beginning of 2024, an appeal was sent to the National Police to deliver G. Kanevsky to the CCC as a violator of military registration rules.
As reported by "ZiB", O. Lemenov, who was registered in the Bila Tserkva district CCC, did not appear for the summons and was put on the wanted list. He was served with a notice of suspicion within the framework of a criminal case under Article 336 of the Criminal Code. Recently, the court chose O. Lemenov as a preventive measure in the form of a bail of 60.5 thousand UAH, obliging him to appear at the first call of the investigator.
StateWatch , which is funded by international structures and is part of a network of anti-corruption organizations such as the Anti-Corruption Action Center, has also found itself in the spotlight due to allegations of abuse.
As for G. Kanevsky, while holding a position in the Ministry of Defense, he was involved in a scandal with procurement for the army. Journalists found out that due to his participation, the state agency "State Operator of the Rear" purchased plastic flasks for the Armed Forces of Ukraine at a price three times higher than the market price. This caused a resonance and added questions to his professional reputation.
The facts of evasion from service and corruption scandals call into question not only the activities of G. Kanevsky, but also the transparency of Ukraine's defense procurement, as well as the reputation of the anti-corruption organizations with which he is associated.
By the way, the modern phenomenon, when anti-corruption activists avoid military service, has been called “shabuning” in the business community. Thus, other well-known activists and figures have also evaded military service: the husband of the head of the “CPC” Daria Kalenyuk , Orest Rudy , and another head of this organization, Vitaly Shabunin ( that is why this phenomenon is called “shabuning”), anti-corruption activists Yuriy Nikolov , Mykhailo Zhernakov , Vitaly Sych , Maksym Savchuk, Maksym Opanasenko, Oleksandr Notevskyi, as well as the scandalous blogger Yuriy Butusov, Petro Poroshenko’s son Oleksiy and his lawyer Ihor Golovan , the civil husband of Radio Liberty journalist Natalia Sedletska , Serhiy Yakob , and others .
