The Social Protection Department of the Hadyatsk City Council has ordered a major repair of the roof of the administrative building of the territorial center. The contract amount is over UAH 1.1 million, and the contractor for the work is the private enterprise “Budivelnyk”. The agreement was concluded without holding an open tender.
According to the project terms, the contractor must completely dismantle the old roof, install a new metal tile covering, insulate the roof, and install a drainage system. However, it is impossible to verify the real cost of the work and materials - the estimate does not include any technical specifications or brands of materials.
The owner of Budivelnyk PE is a current deputy of the Hadyach City Council from the "Ridne Misto" party. Moreover, the company has close ties to local authorities - its former head and co-founder currently holds the position of mayor of Hadyach.
The firm is still registered at the same address and uses the same phone number as other businesses associated with the mayor's family, raising reasonable suspicions of a potential conflict of interest and possible misuse of public funds for private gain.
The conclusion of the contract without competitive bidding deprived other participants of the opportunity to offer a lower price or better conditions. The public is wondering: does the renovation really cost over a million hryvnias, or is it just a way to redistribute money among “their own” circle.
Local activists are calling on regulatory authorities to pay attention to this agreement and verify the reasonableness of the costs, as well as compliance with public procurement legislation.
