Roman Shlyarp, the first deputy head of the Drohobych District State Administration, was detained in the Lviv region. The former police officer is suspected of organizing a scheme to illegally seize a land plot near the resort town of Skhidnytsia.
As reported by the Lviv Regional Prosecutor's Office, the official allegedly organized the illegal removal from the community of a 0.65-hectare agricultural plot in the village of Novy Kropyvnyk. To implement the scheme, he involved his acquaintance, a resident of Drohobych, who agreed to become the formal perpetrator of the crime for a reward.
According to the investigation, in 2021, Shlyarp received a forged decision of the village council, on the basis of which a land management project was prepared. Later, his accomplice registered ownership of the land, causing losses to the community of over 700 thousand hryvnias.
The official was detained on suspicion of organizing the seizure of someone else's property in a prior conspiracy by a group of persons and organizing the use of forged documents (Part 3 of Article 27, Part 3 of Article 190, Part 4 of Article 358 of the Criminal Code of Ukraine). He faces up to eight years in prison.
The prosecutor's office is preparing a motion to impose a preventive measure and suspend the official from performing his duties. His accomplice has already been notified of suspicion of fraud, legalization of illegally obtained property, and use of forged documents.
It is known that Roman Shlyarp previously worked in the police — in particular, in the economic crime units of the Drohobych police department and in the corruption prevention sector of the Lviv region police.
