In Dnipro, law enforcement agencies reported suspicions in a case of misappropriation of budget funds allocated for the restoration of residential buildings damaged by enemy shelling. The persons involved in the proceedings were an official of the Dnipro City Council, a private entrepreneur, as well as accountants involved in the financial support of purchases.
According to the investigation, during the period 2023–2025, a scheme with overpricing was used during the procurement of works and materials for housing renovation. As a result of such actions, the local budget suffered losses in the amount of about 3.3 million hryvnias.
Law enforcement officers established that purchases were made at prices that significantly exceeded market prices. According to the investigation, the received budget funds were partially appropriated by the participants in the scheme. According to preliminary information, the city council official provided assistance in making decisions, the entrepreneur played the role of a supplier or contractor, and the accountants were responsible for financial documentation and making payments.
Currently, all those involved have been notified of suspicion in accordance with the Criminal Code of Ukraine. Law enforcement officials do not disclose the exact legal qualification of the actions of the participants in the scheme, but they are talking about crimes in the sphere of official activities and embezzlement of budget funds.
The pre-trial investigation is ongoing. Investigators are identifying the full range of individuals involved in the transaction, as well as checking other purchases that may have been made using a similar scheme.
