Due to the active phase of the war initiated by Russia, the population of Ukraine has undergone significant changes. According to economist Oleg Pendzin, a member of the Economic Discussion Club, before the war, approximately 18 million people lived in Ukraine. After the war began, the situation changed dramatically: about 6.8 million Ukrainians left for abroad, among them about 4 million people of working age.
Today, there are about 14 million working-age people left in Ukraine, but a significant part of them work in different sectors of the economy with different levels of employment. Of this number, about 6.5 million are employed in legal business, paying taxes, and about 3 million receive salaries from the budget. This includes workers in the security and defense sectors, which ensure the stability of the country.
As Deputy Minister of Economy of Ukraine Tetyana Berezhna noted, there are currently about 8 million economically inactive people in Ukraine - people who are unemployed for various reasons. Berezhna emphasized that the government should focus its efforts on activating these citizens, as their involvement in the economy is critically important for maintaining economic stability.
In the conditions of war, the issue of mobilization has become even more urgent. Earlier, Prime Minister Denys Shmyhal noted that 98% of summonses were sent to people who do not pay taxes. However, Pendzin drew attention to the fact that the dispatch of summonses was carried out by the territorial recruitment centers (TCK) and the Ministry of Defense, and not by the State Tax Service, which does not have access to the taxpayer database.
