The European Commission has identified a list of 11 draft laws, the adoption of which will open up the possibility for Ukraine to receive about 4 billion euros in financial assistance. The corresponding signal was conveyed to the Verkhovna Rada in a letter from European Commissioner Marta Kos addressed to Parliament Speaker Ruslan Stefanchuk.
The document pays special attention to reforms in the field of justice. In particular, it refers to legislative initiatives on the enforcement and digitalization of court decisions, as well as the introduction of declarations of integrity for judges. The European Commission believes that these steps should strengthen trust in the judicial system in Ukraine.
In addition, key demands include changes to civil service legislation, as well as reforms in the energy and rail sectors. Brussels emphasizes that these transformations are necessary for Ukraine's further integration into the European market and governance standards.
At the same time, some of the draft laws envisage a stronger role for international partners in the selection of heads of law enforcement agencies and regulatory structures, as well as in the supervision of state-owned enterprises. These provisions are causing discussions within the country and are met with resistance from certain government representatives.
In fact, it is about continuing the course towards profound institutional changes, which are a condition not only for financial support, but also for Ukraine's further progress on the path to membership in the European Union.
It is expected that the Verkhovna Rada will consider the relevant draft laws in the near future, as access to a significant amount of European funding depends on their adoption.
