Family of Lviv judges uses undeclared property

Judge of the Lychakiv District Court of Lviv, Volodymyr Marmash, found himself at the center of a scandal due to systematic disregard for the rules of law and facts indicating his possible involvement in organized corruption schemes.

According to sources, most of the petitions of detectives of the Territorial Department of the BEB in the Lviv region that came to his desk were automatically satisfied. However, Marmash left complaints of citizens and lawyers about the inaction of the BEB without consideration. Such selectivity creates grounds for doubts about the independence and impartiality of the judge.

The key role in this “system” is played by the head of the Main Detective Unit of the BEB, Oleksandr Tkachuk. It was under his leadership, according to the interlocutors, that the requests were systematically “directed” to Marmash. Observers believe that such a practice is impossible without the approval of the BEB leadership in Kyiv, and therefore has an organized nature and political “roofing”.

No less revealing is the situation with the property status of the judge's family. The income of Marmash and his wife, judge of the Zaliznychny District Court of Lviv Ivanyuk I.D., does not correspond to the actual expenses of the family. In just three months of 2024, Ivanyuk received more than 16 thousand UAH to bank accounts that were not included in the declaration. The couple used apartments, houses and parking spaces registered to relatives, but paid for utilities from their bank cards. This indicates the actual use of undeclared property.

Another resonant detail is the failure to enforce court decisions regarding Marmash's activities. Thus, the resolutions of the Halytskyi District Court of Lviv dated June 18, 2025 and the Shevchenkivskyi District Court of Kyiv dated August 11, 2025 obliged the SBU and the BEB to enter the relevant data into the ERDR. However, this was not done, which demonstrates deliberate sabotage and testifies to the high level of protection enjoyed by the judge.

Marmash's case goes far beyond personal violations. It is about a system where judges, law enforcement agencies, and political patrons form a vicious circle of impunity. And the lack of reaction to court decisions calls into question not only the independence of individual servants of Themis, but also the very effectiveness of the Ukrainian justice system.
