On October 22, the High Anti-Corruption Court found former Chairman of the Ternopil Regional Council Mykhailo Holovko guilty of submitting false information in declarations for 2022–2023. This was reported by the Specialized Anti-Corruption Prosecutor's Office (SAP).
The court sentenced Golovka to a fine of 68,000 hryvnias and a one-year ban from holding public and local government positions (except for elected positions). The sentence will take effect in 30 days if it is not appealed.
According to the investigation, the former official did not declare an apartment with an area of 201.9 sq. m., which he used with his family, and also did not enter information about funds in bank accounts and several non-residential premises - a parking space, a car wash and a storage room. The total amount of undeclared property is over 2.2 million UAH for 2022 and over 2 million UAH for 2023.
At the same time, in August of this year, the Supreme Court of Justice closed part of the proceedings regarding false declarations for 2023, as changes in the legislation increased the threshold of criminal liability from 500 to 750 subsistence minimums for able-bodied persons - a norm that has retroactive effect in time.
Let us recall that in June 2025, the Supreme Court of Criminal Appeals already found Golovko guilty in the case of extorting more than 600 thousand hryvnias in illegal benefits from a volunteer businessman.
According to Article 62 of the Constitution of Ukraine, a person is presumed innocent until his guilt is proven in court and established by a guilty verdict that has entered into legal force.
