The National Agency for the Prevention of Corruption (NACP) has identified signs of a violation in the declaration of the former deputy head of the Kyiv Regional Military Administration (KOVA), Vitaliy Vlasyuk, who failed to confirm the origin of cryptocurrency worth over 9 million hryvnias. Vlasyuk held this position until May 2023, when he submitted a resignation letter, and now holds the position of deputy head of the Khmelnytskyi Regional State Administration for Digital Development.
The NACP found that Vlasyuk did not indicate the value of the collection of paintings and watches, citing the fact that these items have been in his possession for a long time and he cannot determine their current value. However, the agency's greatest attention was attracted by Vlasyuk's cryptocurrency - 10.8 Bitcoin worth about 7 million hryvnias. According to him, he received these funds from mining and transferred them to a cold wallet for safe storage. However, the NACP found that as of the end of 2022, there were no funds on the declared wallet, and the last transaction was dated April 2021.
Despite the official's assurances about the reliability of the information, the YPUB key he indicated, according to the NACP, is not a specific crypto address required for declaration. This made it possible to have several public addresses within one wallet, which complicates verification. In addition, Vlasyuk did not declare other amounts of cryptocurrency with a total value of over 1.7 million hryvnias.
The NACP established signs of a violation stipulated in Part 2 of Article 366 of the Criminal Code of Ukraine, and the total amount of fraudulent income exceeded 9.26 million hryvnias.
