The Education Department of the Darnytsia District State Administration of Kyiv has once again found itself at the center of a scandal. This time, it concerns a contract worth almost 9 million hryvnias with Kyiv Construction and Assembly Company LLC for the improvement of kindergarten No. 759. Formally, it is about updating the territory of the institution, but an analysis of the estimate shows classic signs of overpricing.
According to documents, the cost of building materials in some items exceeds the market price by two, and in some cases by five times. Thus, fence sections were purchased twice as expensive, clinker bricks "grew" in the estimate by 2–5 times, concrete cost 42% more than in similar purchases by other municipal institutions, and plastic drainage trays were purchased with a markup of 35%.
The total amount of the alleged overpayment is about 2 million hryvnias.
Another detail is that the tender was held without competition: no other participant submitted documents, so the winner was determined automatically. At the same time, the Kyiv Construction and Installation Company has been "absorbing" budget money on the same kindergarten for several years: since May 2024 alone, it has received orders for over 200 million hryvnias.
The situation is also complicated by the ambiguous reputation of the leadership of the Darnytsia Education Department. Its head, Yevhenia Spysovska, was suspected of embezzlement of budget funds in 2022, but escaped responsibility - the proceedings were closed due to the expiration of the statute of limitations.
Thus, the story of the "improvement" of kindergarten No. 759 looks more like a scheme to systematically drain money from the city budget under the guise of caring for children.
