On November 6, 2025, the South Ukrainian NPP (a branch of NNEGC Energoatom) purchased five Toyota passenger cars for a total amount of UAH 8.08 million (under contract UA-2025-10-15-011687-a). The cars have already been delivered and are in the warehouse of the state-owned enterprise.
As reported, this purchase was carried out in violation of the Cabinet of Ministers Resolution No. 899 of October 3, 2012, which prohibits the purchase of passenger cars without an approved annual financial plan of a state-owned enterprise. According to the resolution, in the absence of an approved financial plan, an enterprise may only incur expenses directly related to production, and signing contracts for the purchase or lease of cars is prohibited.
At the time of the conclusion of the contract, the financial plan of NNEGC Energoatom for 2025 had not been approved, which is confirmed by official statements of the company and the government. According to the management structure of the enterprise, all responsibility for compliance with the legislation at the branch lies with the head Stoyanov, it was his decision that led to the creation of an illegal financial obligation prohibited by the Resolution of the Cabinet of Ministers of Ukraine No. 899.
On November 11, the government prematurely dissolved the company's supervisory board due to control failures and corruption risks. However, even the presence or absence of a supervisory board does not affect the operation of Resolution No. 899 - the norm applies automatically and restricts the possibility of purchasing cars without a financial plan.
