As our sources at the National Bank report, a “black market for card pensions” has formed in Ukraine, through payments to citizens of retirement age who are in temporarily occupied territories or have left for the Russian Federation.
We are talking about card accounts opened in PrivatBank before the full-scale invasion, to which pension payments continue to be received. It is impossible to withdraw funds from these cards without a financial phone number, since Ukrainian mobile operators do not work in the temporarily occupied territories.
According to the latest data, there are about one million such pension cards, and some of them remain active. It is these active pension cards that have formed a “black market,” where bank employees sell bank account details of pensioners with TOT to fraudsters, for whom withdrawing funds from such an account is not a problem.
According to our sources, the state loses 3-4 billion hryvnias monthly on transactions with pensioners' card accounts on TOT.
