The Ukrainian government is preparing to raise utility tariffs again. The Ministry of Economy predicts that in 2026–2028, the cost of electricity for the population will increase by 10–20% each year.
MP Dmytro Razumkov emphasized that such plans are being adopted in a war situation, when 9 million Ukrainians live below the poverty line, and the population's debts for communal services have already exceeded UAH 100 billion.
" Someone is making a profit, while people are counting pennies ," the politician said, pointing to the financial results of energy companies: in the first half of 2025, they earned UAH 46.6 billion, while at the beginning of 2024 they recorded losses of UAH 790 million.
Razumkov recalled that during the full-scale war, electricity tariffs had already been raised twice:

in 2023 - by 70%,

in 2024 - by another 64%.
Back in 2023, Resolution No. 9102 on a moratorium on tariff increases was registered in the parliament, because, according to the deputy, people will still not be able to pay unaffordable bills.
Razumkov is convinced that instead of new raises, the authorities should look for other solutions:

development of alternative energy with energy storage and peak load balancing. This requires investors and transparent rules of the game, preferential taxation and protection from pressure from law enforcement agencies;

introduction of differentiated tariffs: those who have more pay more, and the socially vulnerable receive targeted subsidies.
" Today's government policy is leading the country not just into a debt hole, but towards a social catastrophe. And we have no right to turn a blind eye to this! ", Razumkov concluded.
