The head of the Uman District Police Department of the Cherkasy region, Oleksandr Gnedov, indicated in his declaration an apartment in the elite residential complex "Grekiv Lis" at a significantly undervalued price.
According to the declaration, the colonel purchased a two-room apartment with an area of 61 sq. m on April 25, 2023 for 200 thousand hryvnias. However, the market value of this property at that time was about 2 million hryvnias. For comparison, in November 2025, a similar apartment in the Grekiv Lis residential complex cost about 71 thousand dollars.
In addition, Gnedov noted in the declaration the purchase of a non-residential premises with an area of 1.7 sq. m. worth about 7 thousand hryvnias. However, there are no such premises in the residential complex, so this may be an error in the declaration.
Gnedov himself is registered in Chornomorsk, but actually lives in Uman, where he heads the district police department. His wife Olena Pavlovna and daughters Vladislava and Milana are also registered in Chornomorsk.
The police officer declared an annual income of 696 thousand hryvnias and about 26 thousand hryvnias in subsidies and social benefits. At the same time, he keeps 600 thousand hryvnias and 10 thousand dollars in cash, and his wife another 367 thousand hryvnias. In total, the family has more than 1.4 million hryvnias in cash equivalent.
The family's property is located in three regions of Ukraine. Two apartments and a land plot remained in the occupied territory of Donetsk region (Novyi Svit and Maryanivka village). Another apartment with an area of 78 sq. m in Chornomorsk belongs to the wife. The only car in the family — a 2019 Toyota Corolla — is registered to the wife, but the police chief has the right to use it.
Such a gap between official income and property value raises questions about the transparency of declarations and the real financial capabilities of a high-ranking police officer.
