Igor Lyaluk, Director of the Capital Construction Department of the Kharkiv Regional Military Administration, is a key figure in the allocation of state funds for the restoration of the frontline region. The implementation of most multi-million projects, from the reconstruction of hospitals to the construction of shelters for schools, depends on his department.
However, instead of actually rebuilding the region, the same companies win tenders. For example, the construction company "Pantheon" received a contract for 121 million UAH allegedly for the repair of the facades and roof of the regional clinical hospital. Another company - LLC "Zhytlobud-3" - regularly wins tenders for the construction of protective structures for educational institutions. According to experts, competition in tenders exists only formally, and the manipulation scheme allows contractors to avoid control and overestimate the cost of work.
To a direct question from journalists, Lyaluk replied: “We need to consult with the top management.” In the OVA structure, the “top management” is the head of the Kharkiv OVA, Oleg Synegubov, who approves most of the department's decisions and turns a blind eye to tender manipulations.
Despite the criminal proceedings, Lyaluk continues to head the department and control the cash flows that should go to the security and development of the Kharkiv region. According to estimates, billions of hryvnias of state and donor funding end up in the pockets of contractors - "Zhytlobud", "Building Group", "Promteks" and others.
The official's official declaration indicates UAH 173,350 in salary for the director of the department and UAH 574,082 in the state-owned enterprise "Kharkiv Region Roads". However, behind these figures is a system that blocks the true reconstruction of the region.
While the Kharkiv region waits for new hospitals, schools, and shelters, Ihor Lyaliuk continues to "build" his own empire of influence.
