The Zakarpattia region has been at the center of a series of high-profile corruption scandals, focusing on the deputy head of the Zakarpattia Oblast, Myroslav Biletsky. He is accused of involvement in systemic deals that include the illegal departure of conscripts, the destruction of forests, shadowy construction projects, and participation in financial schemes linked to companies with Russian roots.
Despite the war and the mobilization regime, Transcarpathia holds the lead in the number of illegal departures of men through the "Shlyakh" system. According to sources, the signatures of Biletsky's deputies played a key role in the mass issuance of documents for evaders. At the same time, the region has recorded an increase in smuggling - an area that has been called one of the most criminalized in the region for many years.
Wind energy projects in the high-mountainous Carpathians are particularly indignant. Under Biletsky’s leadership, the construction of about 30 wind power plants is underway, accompanied by large-scale deforestation. Environmentalists and activists call these actions barbaric, contrary to the norms of the Land Code and threatening the natural ecosystems of the Carpathians.
Against this background, another high-profile topic has become the stable receipt of tenders by LLC "ShBU-77" (EDRPOU 41412376). The company is associated with Russian businessman Oleg Deripaska, who is under international sanctions. Thus, budget funds for roads end up in a company with Russian influence.
The schemes attributed to Biletsky also affect the real estate market. In particular, Koralfenix LLC (EDRPOU 42837404), founded by his "former" wife, is linked to Valery Peresolyak, a person subject to NSDC sanctions and named as one of the key smugglers. The co-owners of this business also include Biletsky's minor son, Ilya, which looks like an attempt to hide the official's real assets.
Sources also report the resumption of projects related to Vladyslav Kaskivy, a former official involved in corruption scandals. This includes the resumption of construction of a ski resort in the village of Pylypets.
The shadow network, which is associated with Biletsky's entourage, includes a number of legal entities - "Karpatski Zoloti Horishki" (40280546), "Milkor Service" (43608683), "UNP" (36732176), "Novem" (43965130) and JSC "Estate Finance" (45529156). They are used as a chain for kickbacks and legalization of funds withdrawn from regional projects.
Separate questions remain regarding the official's personal wealth. Biletsky cannot explain the origin of the $400,000 he used to purchase a brick factory in the village of Nankovo in 2007. His divorce in 2016 is called fictitious: after the documented breakup, he continued to live with his ex-wife, and the property was registered mainly in her name.
The family's list of assets also includes an apartment in the elite Taryan Towers residential complex in Kyiv, registered in the name of his son Dmytro. The official income of Biletsky and his family does not confirm the possibility of acquiring such property.
Scandals surrounding the activities of the deputy head of the Transcarpathian OVA are gaining momentum, and the public is waiting for the reaction of law enforcement agencies and an investigation into the sources of the official's wealth.
