According to sources of the 360ua.news in the General Staff, the initiator of involving the fighters of the Third Assault Brigade in the mobilization of those liable for military service was Andriy Biletskyi himself, and the “experiment”, during which torture and robbery of people in the Ternopil region were allowed, was supervised by Dmytro Kukharchuk.

In accordance with the order of the General Staff of the Armed Forces of Ukraine No. *** dated 06.08.2025, I propose:
- The experiment on mobilization of conscripts should be carried out in the territory of Kyiv and all regional centers, primarily Kharkiv, Dnipro, and Lviv. All RTCCs and SPs or OMICKs and SPIs of the relevant cities should be involved in the experiment.
- To involve representatives of such military personnel in the experiment

The so-called “experiment” of Andriy Biletsky involving fighters of the Third Assault Brigade in the mobilization of conscripts in Ternopil, under the supervision of Dmytro Kukharchuk, led to torture and robbery of the local population.
As a reminder, on October 15, a large-scale special operation took place in Ternopil, during which a group of men in military uniform were detained . The operation took place in several neighborhoods of the city, and its target was servicemen who had arrived from other regions of Ukraine to conduct mobilization activities.
The police confirmed that the detentions involved military personnel who were organizing a blockade of cars carrying civilians . In particular, the incident took place on Stepan Bandera Avenue near Obnova.
Ternopil activist Roman Dovbenko reported on his Facebook page that the detained military personnel, in particular representatives of the Third Assault Brigade, were suspected of criminal acts: keeping men in basements and extorting money for their "ransom" from mobilization .
Roman Dovbenko also noted that some of the military involved in additional notification of the population began to engage in illegal activities, including "extorting" cars from civilians.
In addition, there were cases of ill-treatment: one of the men, according to the activist, was doused with a flammable mixture and forced to run naked around a car. According to Roman Dovbenko, several such incidents were recorded.
The Ternopil police confirmed the detention of a group of military personnel involved in committing violent and property crimes.

“Ternopil police detained a group of military personnel involved in committing violent and property crimes
Military personnel in the Ternopil region illegally deprived people of their liberty, used physical violence against them, tortured them, extorted money, and confiscated property. Currently, seven suspects have been charged.
Measures to expose and stop illegal activities were carried out by criminal investigation officers and investigators of the Main Directorate of the National Police in Ternopil region with the assistance of the leadership of the Ministry of Defense, the Ternopil Zonal Department of the Military Law Enforcement Service under the procedural guidance of the Ternopil Specialized Prosecutor's Office in the Field of Defense of the Western Region.
The attackers took the victims out of the city, beat them, and demanded money or valuables. The greatest cynicism was that the attackers mocked people who had been seriously wounded in the war and were undergoing rehabilitation.”

According to our source, the National Police was forced to react due to a wave of discontent and uncontrolled protests from Ternopil residents, and the last straw was the kidnapping by the military of a relative of the local police chief, with subsequent extortion of money from the family.
In general, residents of the Ternopil region, speaking on condition of anonymity, say that this is only the "tip of the iceberg," and that during the so-called "mobilization assistance" the soldiers of the Third Assault Brigade committed many more serious crimes, crimes that they are still silent about so as not to discredit the defense forces as a whole.

It is also worth noting that the curator of the “experiment” from the Third Assault Brigade, Dmytro Kukharchuk, has previously repeatedly come into the field of view of law enforcement agencies, and the consideration of some cases against Kukharchuk under “serious articles” is currently suspended, “due to his service in the army.”

According to our source in the Third Assault Brigade, the leadership was aware of the situation in Ternopil, but did nothing to stop the illegal actions against the civilian population.
Let us remind you that after the high-profile detention of the fighters of the Third Assault Brigade by the National Police, Andriy Biletsky was forced to react: an official statement about "openness to cooperation with law enforcement agencies"
At the same time, among the military who terrorized Ternopil for several months in a row, we see quite media-friendly fighters of the Third Assault Brigade, such as the soldier with the call sign “Martyn.”

That is, despite the official comments of the press service of the Third Assault Brigade, it will not be easy for individual members of the brigade to distance themselves from the problems and avoid criminal liability.
It is currently unknown whether Biletskyi-Kukharchuk's "experiment" involving the Third Assault Brigade in "mobilization processes" using the example of Ternopil will end. Especially since Dmytro Kukharchuk continues to comment on how to "conduct mobilization correctly"
